Multi-Cloud Innovation and Advancement Act of 2023

This bill requires the Office of Management and Budget (OMB) to (1) examine how executive agencies can implement multi-cloud computing software technology architecture to allow for portability and interoperability across multiple cloud computing software vendors, and (2) develop written guidance for all executive agencies based on the results of this examination. (Multi-cloud software technology allows for data, application, and program portability and interoperability between multiple cloud computing software vendors and between public, private, and edge cloud environments.) The bill also sets forth requirements for OMB to brief Congress and for the Government Accountability Office to provide two reports to Congress on specified topics.

The Multi-Cloud Innovation and Advancement Act of 2023, also known as Bill 118 hr 4891, is a piece of legislation introduced in the US Congress with the aim of promoting innovation and advancement in the field of multi-cloud computing.

The bill seeks to establish a framework for federal agencies to adopt and utilize multi-cloud technologies, which involve the use of multiple cloud computing services from different providers. This approach is seen as a way to increase flexibility, resilience, and efficiency in the delivery of government services.

Key provisions of the bill include requirements for federal agencies to develop multi-cloud strategies, conduct regular assessments of their cloud computing environments, and ensure interoperability between different cloud platforms. The bill also calls for the establishment of a Multi-Cloud Center of Excellence within the General Services Administration to provide guidance and support to agencies in implementing multi-cloud solutions. Supporters of the bill argue that embracing multi-cloud technologies can help the government better leverage the benefits of cloud computing, such as cost savings, scalability, and improved data security. Critics, however, raise concerns about the potential challenges and complexities associated with managing multiple cloud platforms. Overall, the Multi-Cloud Innovation and Advancement Act of 2023 represents a bipartisan effort to modernize the federal government's approach to cloud computing and drive innovation in the public sector. It is currently under consideration in Congress and may undergo further revisions before potentially becoming law.
