Protecting America's Distribution Transformer Supply Chain Act

This bill prohibits the Department of Energy (DOE) from revising existing energy conservation standards for distribution transformers in electric power systems for the next five years. During that time, DOE may not propose, finalize, implement, administer, or enforce any rule under the Energy Policy and Conservation Act that establishes requirements that are different than the requirements for distribution transformers under the 2013 final rule titled Energy Conservation Program: Energy Conservation Standards for Distribution Transformers.

Bill 118 hr 4167, also known as the Protecting America’s Distribution Transformer Supply Chain Act, aims to address concerns regarding the security and reliability of the United States' distribution transformer supply chain. Distribution transformers are critical components of the electrical grid, responsible for stepping down voltage levels for use in homes, businesses, and other facilities.

The bill requires the Secretary of Energy to conduct a comprehensive review of the distribution transformer supply chain, with a focus on identifying potential vulnerabilities and risks. This review will include an assessment of the domestic manufacturing capacity for distribution transformers, as well as an evaluation of the reliance on foreign suppliers.

Additionally, the bill directs the Secretary of Energy to develop a strategy for ensuring the security and resilience of the distribution transformer supply chain. This strategy will include recommendations for increasing domestic production capacity, diversifying the supply chain, and mitigating potential risks. Overall, the Protecting America’s Distribution Transformer Supply Chain Act seeks to strengthen the security and reliability of the distribution transformer supply chain in the United States, ensuring that the electrical grid remains resilient in the face of potential threats and disruptions.
