Improving Newborn Formula Access for a Nutritious Tomorrow Act of 2023 or the INFANT Act of 2023

This bill requires a state to select two infant formula manufacturers as suppliers under the competitive bidding process for the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC).

Specifically, the bill redefines competitive bidding to mean a procurement process under which a state agency selects two manufacturers for a product; a state may designate one of the manufacturers as the primary manufacturer and one as the secondary manufacturer. Currently, a state may only select a single infant formula manufacturer as a supplier.

The INFANT Act of 2023, also known as Bill 118 hr 3540, is a piece of legislation currently being considered by the US Congress. The purpose of this bill is to improve the health and well-being of infants in the United States by providing additional support and resources to families with young children.

One key provision of the INFANT Act is the expansion of access to affordable and high-quality childcare for families. This includes increasing funding for childcare subsidies and grants to help low-income families afford childcare services. The bill also aims to improve the quality of childcare by implementing new standards and regulations for providers.

Additionally, the INFANT Act includes measures to support maternal and infant health. This includes increasing funding for maternal and child health programs, as well as expanding access to prenatal care and postpartum support services. The bill also addresses disparities in maternal and infant health outcomes by targeting resources to communities with the greatest need. Another important aspect of the INFANT Act is its focus on early childhood education. The bill includes provisions to expand access to high-quality early childhood education programs, such as Head Start and Early Head Start. It also aims to improve the quality of early childhood education by providing training and support for teachers and caregivers. Overall, the INFANT Act of 2023 is a comprehensive piece of legislation that seeks to improve the health and well-being of infants and young children in the United States. By providing additional support and resources to families, expanding access to childcare and early childhood education, and addressing disparities in maternal and infant health outcomes, this bill has the potential to make a significant impact on the lives of children and families across the country.
