Protecting Children From Experimentation Act of 2023

This bill establishes a new federal criminal offense for health care professionals who perform or provide referrals for gender transition procedures on minors.

A physical or mental health care professional who performs or provides a referral for a gender transition procedure on a minor is subject to criminal penalties—a fine, a prison term of up to five years, or both.

The bill authorizes civil remedies for a minor who undergoes a gender transition procedure.

A minor who undergoes a gender transition procedure may not be arrested or prosecuted for an offense under this bill.
