National Dam and Hydropower Safety Improvements Act of 2021

This bill requires the Federal Energy Regulatory Commission (FERC) to take certain actions related to dam safety.

Specifically, FERC may issue a license for a dam and other project works only if the project meets the relevant safety requirements and the licensee can operate and manage the project works in a manner that ensures dam and public safety. A licensee with an already-issued license must also meet these safety requirements.

FERC must also establish procedures to assess the financial viability of an applicant for such a license.

Finally, the bill requires FERC's Office of Energy Projects to (1) notify a state in certain situations, such as when FERC issues a finding that requires a dam operator in that state to make repairs; and (2) hold a conference with states to discuss dam safety issues.

Bill 117 HR 2309, also known as the National Dam and Hydropower Safety Improvements Act of 2021, aims to improve the safety of dams and hydropower facilities across the United States. The bill focuses on enhancing the regulation and oversight of these structures to prevent potential disasters and protect the public and the environment.

Key provisions of the bill include the establishment of a National Dam Safety Program to coordinate efforts between federal, state, and local agencies in monitoring and inspecting dams. The bill also calls for the development of a national inventory of dams to better track their condition and identify potential risks.

Additionally, the bill seeks to improve the safety of hydropower facilities by requiring regular inspections and maintenance, as well as the implementation of emergency action plans in case of a dam failure. The bill also includes provisions for funding to support these efforts and provide assistance to states in implementing dam safety programs. Overall, the National Dam and Hydropower Safety Improvements Act of 2021 aims to strengthen the safety of dams and hydropower facilities in the United States, ensuring the protection of communities and the environment from potential disasters.
