Summary of Bill HR 92

Bill 119 hr 92, also known as the "Oil and Gas Production Enhancement Act," aims to increase oil and gas production on Federal lands under the jurisdiction of several government agencies, including the Secretary of Agriculture, the Secretary of Energy, the Secretary of the Interior, and the Secretary of Defense. The bill proposes the development of a plan to boost production in these areas, while also coordinating a drawdown of petroleum reserves from the Strategic Petroleum Reserve.

The goal of this legislation is to enhance domestic energy production and reduce reliance on foreign sources of oil and gas. By increasing production on Federal lands, the bill seeks to create jobs, stimulate economic growth, and strengthen national security by ensuring a stable and secure energy supply.

The bill does not specify specific measures or timelines for increasing production, but rather calls for the development of a comprehensive plan to achieve these goals. It also emphasizes the importance of coordinating with the Strategic Petroleum Reserve to ensure a balanced approach to energy security. Overall, Bill 119 hr 92 is focused on promoting domestic energy production and reducing dependence on foreign sources of oil and gas. It aims to achieve these objectives through a coordinated effort involving multiple government agencies and strategic planning.

Congressional Summary of HR 92

Strategic Production Response and Implementation Act

This bill modifies the Energy Policy and Conservation Act to prohibit the Department of Energy (DOE) from drawing down petroleum products in the Strategic Petroleum Reserve until DOE develops and implements a plan to increase the percentage of federal lands leased for oil and gas production. The increase must be equal to the percentage of petroleum in the Strategic Petroleum Reserve that is to be drawn down. However, the bill does not apply to a drawdown of petroleum products in the case of a severe energy supply interruption, which is permitted under current law.

The plan must not provide for a total increase in the percentage of federal lands leased for oil and gas production in excess of 10%.
