Licensing Individual Commercial Exam-takers Now Safely and Efficiently Act of 2025 or the LICENSE Act of 2025

This bill provides statutory authority for waivers of training, testing, and other requirements for commercial driver's licenses (CDLs) that were implemented by the Federal Motor Carrier Safety Administration to respond to the COVID-19 pandemic.

Specifically, this bill allows a state or third-party examiner who has maintained a valid CDL test examiner certification and has previously completed a CDL skills test examiner training course to administer the CDL knowledge test, so long as they have completed one unit of instruction regarding the CDL knowledge test.

The bill also allows a state to administer a driving skills test to any CDL applicant regardless of the applicant's state of domicile or where the applicant received driver training.

Bill 119 hr 623, also known as the "Commercial Driver's License Modernization Act," aims to make changes to regulations regarding commercial driver's license (CDL) testing and commercial learner's permit holders. The bill directs the Secretary of Transportation to modify certain regulations in order to streamline the process for obtaining a CDL and to ensure that CDL holders are adequately trained and qualified.

Specifically, the bill seeks to address issues such as the availability of testing facilities, the qualifications of examiners, and the requirements for obtaining a commercial learner's permit. By making these modifications, the bill aims to improve the efficiency and effectiveness of the CDL testing process, while also ensuring that CDL holders have the necessary skills and knowledge to safely operate commercial vehicles.

Overall, the Commercial Driver's License Modernization Act is intended to enhance the safety and professionalism of commercial drivers, while also reducing barriers to entry for individuals seeking to enter the commercial driving industry.
