Summary of Bill S 2707
Bill 118 s 2707, also known as the Nationwide Consumer and Fuel Retailer Choice Act of 2023, is a piece of legislation currently being considered by the US Congress. The main goal of this bill is to promote competition in the fuel retail market by allowing consumers to choose where they purchase their fuel.
Under this bill, fuel retailers would be given the freedom to choose their own fuel suppliers, rather than being required to purchase from a specific supplier. This would give consumers more options when it comes to purchasing fuel, potentially leading to lower prices and better quality fuel.
Additionally, the bill aims to increase transparency in the fuel market by requiring fuel retailers to disclose information about the sources of their fuel and any potential conflicts of interest. This would help consumers make more informed decisions when choosing where to purchase fuel. Overall, the Nationwide Consumer and Fuel Retailer Choice Act of 2023 seeks to empower consumers and promote competition in the fuel retail market. It is currently being debated in Congress, with supporters arguing that it will benefit consumers and opponents expressing concerns about potential disruptions to the fuel supply chain.

This bill amends the Clean Air Act to address the limitations on Reid Vapor Pressure (a measure of gasoline's volatility) that are placed on gasoline during the summer ozone season. Specifically, the bill applies the waiver for Reid Vapor Pressure requirements that are applicable to gasoline blended with 10% ethanol (E10) to gasoline blended with up to 15% ethanol (E15). This change allows gasoline that is blended with 10% to 15% ethanol to be sold year-round.
The bill also modifies the renewable fuel program by directing the Environmental Protection Agency to return compliance credits to small refineries under certain circumstances.
