Fairness for Crime Victims Act of 2023

This bill establishes budget points of order in the House of Representatives and the Senate against considering provisions in appropriations legislation that contain changes in mandatory programs (CHIMPs) that would cause the amount available for obligation during the fiscal year from the Crime Victims Fund to be less than the annual average for the three previous fiscal years.

A CHIMP is a provision that (1) would have been estimated as affecting direct spending or receipts if the provision were included in legislation other than an appropriations bill; and (2) results in a net decrease in budget authority in the current year or the budget year, but does not result in a net decrease in outlays over the period of the total of the current year, the budget year, and all fiscal years covered under the most recently adopted budget resolution.

Bill 118 s 2661, also known as the Fairness for Crime Victims Act of 2023, aims to provide additional support and resources for victims of crime in the United States. The bill seeks to address various issues faced by crime victims, including access to legal representation, financial assistance, and emotional support.

One key provision of the bill is the establishment of a Victims' Rights Fund, which would provide funding for legal representation for crime victims who cannot afford it. This fund would help ensure that all victims have access to the legal resources they need to seek justice and hold perpetrators accountable.

Additionally, the Fairness for Crime Victims Act of 2023 includes measures to improve the coordination of services for crime victims, such as creating a national database of victim resources and expanding access to counseling and support services. The bill also aims to increase transparency and accountability in the criminal justice system by requiring regular reporting on the status of cases involving victims. Overall, the Fairness for Crime Victims Act of 2023 seeks to address the needs of crime victims and ensure that they receive the support and resources necessary to navigate the criminal justice system and rebuild their lives.
