End Government Shutdowns Act

This bill provides continuing appropriations to prevent a government shutdown if any appropriations measure for a fiscal year has not been enacted before the fiscal year begins or a joint resolution making continuing appropriations is not in effect.

For an initial 120-day period, the bill provides appropriations to continue programs, projects, and activities for which funds were provided in the preceding fiscal year. The bill reduces the continuing appropriations by 1% after the first 120-day period and by an additional 1% for each subsequent 90-day period until the applicable appropriations legislation is enacted.

Bill 118 s 2041, also known as the End Government Shutdowns Act, is a piece of legislation introduced in the United States Congress with the goal of preventing future government shutdowns. The bill aims to ensure that essential government services continue to operate even if Congress is unable to pass a budget or spending bill.

Under the End Government Shutdowns Act, if Congress fails to pass a budget or spending bill by the deadline, funding for essential government services would automatically continue at the previous year's levels. This would prevent a complete shutdown of the government and ensure that critical services such as national security, air traffic control, and food inspection continue to operate.

The bill also includes provisions to ensure that members of Congress do not receive their salaries during a government shutdown. This is intended to incentivize lawmakers to reach a budget agreement and avoid the negative consequences of a shutdown. Overall, the End Government Shutdowns Act is aimed at preventing the disruption and economic harm caused by government shutdowns. By ensuring that essential services continue to operate even in the absence of a budget agreement, the bill seeks to protect the interests of the American people and promote responsible governance.
