The bill requires (1) FEMA to conduct outreach to states, tribal governments, and local governments with respect to any guidance or support materials developed; and (2) the Government Accountability Office to conduct a study that, among other things, examines the use and adoption rate of advance contracts for debris removal by states, tribal governments, and local governments.

The Disaster Contract Improvement Act, also known as Bill 118 hr 6997, is a piece of legislation currently being considered by the US Congress. The purpose of this bill is to improve the process by which contracts are awarded in the aftermath of natural disasters.

Overall, the Disaster Contract Improvement Act aims to improve the efficiency and effectiveness of disaster relief efforts by ensuring that contracts are awarded in a fair and transparent manner. This legislation has the potential to benefit both the government and the public by ensuring that resources are allocated effectively and efficiently in times of crisis.
