Bill 118 HR 6111, also known as the PHASE Act of 2023, is a piece of legislation currently being considered by the US Congress. The main goal of this bill is to address the issue of infrastructure development and modernization in the United States. The PHASE Act of 2023 focuses on providing funding and support for projects related to transportation, energy, and other critical infrastructure needs. It aims to improve the efficiency and safety of the nation's infrastructure, while also creating jobs and stimulating economic growth. One key aspect of the bill is the establishment of a grant program to fund infrastructure projects in rural and underserved communities. This program would prioritize projects that promote sustainability, resilience, and innovation in infrastructure development. Additionally, the PHASE Act of 2023 includes provisions to streamline the permitting process for infrastructure projects, in order to reduce delays and costs associated with project implementation. It also seeks to promote public-private partnerships in infrastructure development, in order to leverage private sector resources and expertise. Overall, the PHASE Act of 2023 is a comprehensive piece of legislation that aims to address the nation's infrastructure needs in a strategic and efficient manner. It has the potential to have a significant impact on the country's infrastructure development and economic growth if passed into law.

Pedestrian Hazard, Awareness, and Safety Expansion Act of 2023 or the PHASE Act of 2023
This bill directs the National Institute of Standards and Technology (NIST) and the Department of Transportation (DOT) to take certain actions to improve road safety for pedestrians and vulnerable road users.
Specifically, the bill directs NIST to transmit to DOT potential solutions to improve and enhance traffic control devices using innovative technologies in order to better equip vehicle operators (including bicycles) and protect pedestrians and vulnerable road users.
In addition, DOT must establish a grant program to provide grants to cities, Indian tribes, and municipalities to implement infrastructure that improves pedestrian safety (e.g., innovative technology for crosswalks, expanded buffer zones, and upgraded highway traffic signals).
DOT must also carry out a study on developing physical alternatives to better protect pedestrians and vulnerable road users from traffic incidents.
