Value in Health Care Act of 2021

This bill makes a series of changes to certain methodologies and components used in the Medicare Shared Savings Program. The program enables accountable care organizations (ACOs) to receive payments for savings stemming from care coordination and management.

Among other changes, the bill requires the Centers for Medicare & Medicaid Services to increase the shared savings rate for participating ACOs, as specified, and to establish a program that assists ACOs with start-up and operational costs of participation. The bill also extends certain incentive payments for health professionals who participate in eligible alternative payment models.

The Government Accountability Office must report on health outcomes and racial disparities among beneficiaries who receive care from providers under alternative payment models compared to beneficiaries who receive care from providers under the traditional fee-for-service system.

Bill 117 HR 4587, also known as the Value in Health Care Act of 2021, aims to improve the quality and efficiency of healthcare in the United States. The bill focuses on promoting value-based care, which emphasizes outcomes and patient satisfaction over the volume of services provided.

One key aspect of the bill is the establishment of a Value in Health Care Program, which will incentivize healthcare providers to adopt value-based care practices. This program will provide funding for initiatives such as care coordination, telehealth services, and patient education programs.

Additionally, the bill includes provisions to increase transparency in healthcare pricing and quality. Healthcare providers will be required to disclose their prices for common procedures and services, allowing patients to make more informed decisions about their care. The bill also calls for the development of quality metrics to assess the performance of healthcare providers and ensure that patients receive high-quality care. Overall, the Value in Health Care Act of 2021 aims to improve the overall quality and efficiency of healthcare in the United States by promoting value-based care practices and increasing transparency in healthcare pricing and quality.
