Military Perimeter Transparency Act

This bill requires the Department of Defense and each military department to monitor real property ownership and occupancy in the vicinity (within a 10-mile boundary) of military installations inside and outside of the United States to identify instances in which a foreign adversary owns or occupies (or is seeking to own or occupy) real property in the vicinity of a military installation. For purposes of this bill, a foreign adversary is any foreign government or foreign nongovernment person engaged in a long-term pattern or serious instances of conduct significantly adverse to the national security of the United States or security and safety of United States persons.

Bill 117 HR 3936, also known as the Military Perimeter Transparency Act, was introduced in the US Congress with the aim of increasing transparency and communication between military installations and surrounding communities. The bill requires the Department of Defense to establish a process for notifying local governments and residents about changes to the boundaries of military installations.

Under the provisions of the bill, the Department of Defense must provide advance notice to local governments and residents before making any changes to the perimeter of a military installation. This includes any expansions, contractions, or alterations to the boundaries of the installation. The goal of this requirement is to ensure that communities are aware of any changes that may impact their access to or use of land near military installations.

Additionally, the bill requires the Department of Defense to consult with local governments and residents when considering changes to military installation perimeters. This consultation process is intended to give communities a voice in decisions that may affect their access to public lands or other resources near military installations. Overall, the Military Perimeter Transparency Act seeks to promote open communication and collaboration between military installations and surrounding communities. By requiring advance notice and consultation with local governments and residents, the bill aims to ensure that changes to military installation perimeters are made in a transparent and inclusive manner.
